| The Jobs Australia members' Blanket Cover Program is designed to provide access to a competitively priced collection of insurances together that include cover benefits not normally available if members purchase their own individual insurances on the ‘open market’.
Benefits of the Jobs Australia blanket cover program include:
- Policy wordings and cover extensions NOT normally available to individual organisations. The Jobs Australia policies have been refined and developed over a number of years and are designed to respond to the exposures created by the unique operating environment of employment services providers.
- Policy limits exceeding those that would be available to an individual organisation at economic rates. Bulk purchasing enables much higher sums insured without a cost burden to the individual organisation.
- Extremely competitive charges.
- Meeting all insurance requirements under DEEWR funding contract requirements. (See also Are you covered? Jobs Australia's Blanket Cover Program for Employment Services 2009-12)
- Low cost access to services of one of the country’s leading insurance brokers – Aon Risk Services.
(See also – ‘Additional Insurance Benefits for Members’ for a full range of Personal Insurance options)
What Does it Cost?
The cost to access the Jobs Australia Blanket Cover for Jobs Australia members is $7.70 (GST inclusive) per $1,000 of declared Gross Operating Expenditure - based on an organisation’s operating expenditure for employment programs and related services and associated enterprise activities including fee for service and training.
A Jobs Australia Member organisation utilising the Jobs Australia’s blanket cover program is required to provide Jobs Australia with a declaration of activities and related gross operating expenditure on a six-monthly basis, and the end price is calculated based on this amount. These payments are required for the continued subscription to the Blanket Cover Program.
A limited insurance cover for Personal Accident Cover for Jobseekers can be purchased by any non profit provider, but the full comprehensive program is only available to Jobs Australia members.

Insurance requirements under DEEWR funding contract requirements
Jobs Australia Blanket Cover Program includes cover for all the clauses of the Employment Services Contract and Funding Deed.
Based on our experience to date, many organisations are not aware that their insurance policies must indemnify DEEWR for its liability by covering them as an INSURED PARTY. Having DEEWR listed as an interested party is not sufficient.
Appendix J in the pending Contract requires that each organisations’ insurance policies must include:
(a) a cross-liability clause, whereby if the policy provides cover to more than one person, the insurer agrees that the policy shall be construed as if a separate policy has been issued to each insured (but not so as to increase the overall limit of liability) (this paragraph does not apply to any professional indemnity or errors and omissions insurance required by the Specific Conditions);
(b) a waiver of subrogation clause, whereby the insurer agrees to waive all rights of subrogation or action that it may have or acquire against all or any of the persons comprising the insured (at least to the extent that they are insured under the policy);
(c) a non-imputation clause, whereby the insurer agrees that any failure by any insured to observe and fulfil the terms of the policy or to comply with the terms of the policy or to comply with the insured’s duty of disclosure does not prejudice the insurance of any other insured; and
(d) a clause whereby notice of a claim given to the insurer by any insured will be accepted by the insurer as notice of a claim given by all the insureds.
For further information relating to our Blanket Cover, please contact Ross Mackay.
Alternatively, we can arrange for you an independent appraisal of your current cover and make any recommendations we feel are necessary to ensure your risk are appropriately mitigated.
